Human Resources Generalist

Reports to: Director of Finance

Under the direction of the Director of Finance at Metro Waste Authority, the Human Resources Generalist will assume a key role in the overall management of employee resources. The Human Resources Generalist provides guidance and oversight for the development and implementation of MWA’s human resources programs, policies, and procedures ensuring compliance with all applicable laws and regulations. This includes recruitment, selection and retention, compensation and benefits, employee/labor relations, and training and development.

1. Coordinates and administers all activities related to staffing, including creating/reviewing job descriptions, recruiting, selection, interviewing, post offer screening and onboarding.
2. Conducts and monitors salary surveys; performs pay equity studies and assists with the performance evaluation system.
3. Evaluates and oversees benefit system selection and administration providing the most competitive packages for MWA employees. Ensures compliance with all HR and benefits related regulations.
4. Advises and counsels managers, supervisors, and employees on employee and labor relations issues, disciplinary matters, corrective actions, and grievances. Serves as a member of the union negotiation team.
5. Investigates or directs the investigation of complex and/or serious employment matters. Communicates with attorneys, union officials, regulatory agencies and insurance representatives, to exchange information and resolve issues related to employment.
6. Advises management based on in depth knowledge of laws and legislative/judicial trends relating to municipal human resource management, including federal, state and local law.
7. Serves as the primary resource for risk management activities within the organization. Provides staff education and consultation in the fields of risk management and compliance and provides recommendations and strategies to insure a proactive risk management program. Works closely with staff responsible for safety and compliance.
8. Plans and executes professional development and training that develops human capital throughout the organization. Furthers the integration of MWA values through training and staff development initiatives. Takes an active role in molding a positive culture at MWA.
9. Demonstrates an understanding of MWA’s values (Leadership, Integrity, Positivity, Teamwork, and Innovation) and applies them to the position, and assigned responsibilities, as well as to all interactions with customers and co-workers.
10. Understands the EMS policy and what it means to MWA. Understands how this position and job responsibilities impact the environment and what can be done to improve them. Recommends improvements through the Suggestion Box or to the EMS Core Team or the MWA Management Team in cases where this position does not have the authority to make improvements.
11. Performs other special projects, duties and responsibilities as assigned.


  • Bachelor's Degree in Human Resources, Public Administration, or related field. Master's Degree preferred.
  • Minimum of three (3) years of professional experience in human resources required. Public sector human resource experience preferred. 
  • PHR, SPHR, or SHRM-CP certifications preferred, but not required
  • Valid driver's license.

Physical Requirements: 

  • Frequently sitting or standing and reaching
  • Occasional lifting and moving fifty (50) pounds or less
  • Ability to identify and distinguish objects at 20 inches or less

Language Ability and Interpersonal Communications: 

  • Developing and maintaining effective working relationships with Metro Waste Authority staff, Executive Director, MWA Board of Directors members, insurance companies, consultants and governmental regulatory agencies.
  • The capacity to apply comprehensive understanding of the work process, procedures, programs, and services required in order to carry out general, written, or oral instructions effectively.
  • Providing information which is intended to inform, explain, and answer specific questions from officials and others outside the immediate organization which relate to MWA's HR policies and procedures.

Environmental Adaptability:

  • Work is performed in a general office environment.
  • Job is not subject to significant occupational or environmental hazards other than regular travel by auto to various meetings throughout the general metro area. Likelihood of personal injury would be relatively slight.
